The Libyan Intelligence Service Report

On Tuesday 25 April 2000, the British newspaper "The Independent" carried on page 4 an article titled, "Shayler is accused of 'reckless' new leak" (ID000425). The paper quoted intelligence sources as fearing that "the lives of their agents have been put at risk" since they could be identified from the report. It continues that the disclosure "cites detailed information from three MI6 sources in the Libyan community in Britain."

The British authorities accused Shayler over the leak, but he denied responsibility. The subject of the report, Khalifa Bazelya, allegedly the head of Libyan intelligence in the UK, was recommended to be deported by the report, and the suggestion was followed up - he went back to Libya in December 1995.

The 14 scanned pages of the report are presented on this page. They are also available on cryptome.org which has scanned them to text.

The Independent reports Shayler as suggesting there may be another renegade MI5 officer posting these documents to the net. Whether this is true or not, the disclosures are causing Britain's intelligence agencies much embarrassment, particularly in their relations with foreign agencies.
